Bulma hasn't really aged visibly for about twenty years, and I think it might be a kind of in-joke about the fact she still looks young while at the end of Z (which is only a few years after Super; albeit it's all retconned now), she looks old. I guess Toriyama decided he just didn't like drawing Bulma that way.
