I think viktor was genuinely trying to help people before jayce tried to kill him. If you recall viktor’s conversation with the doctor, the doctor said with each use, his power diminishes. And they had a debate on evolution and humanity. It’s precisely the action of Jayce pushed viktor to align his ideology with the doctor’s because he lost faith in humanity. Like what he said, that which inspires us to our greatest good, is also the cause of our greatest evil.
