He's so happy and excited the first time it happens because he's finally gotten to the place that he's wanted him to get to since he started training him. Now with the 2nd time the excitement of the breakthrough has passed, again as his teacher, he can be more critcal. Remember the last time he used this form and it ended he was on the ground and couldn't move without freeza's help. So Whis might be critical in the sense that while yes it is impressive that he has once again broken his limits, and it might give him the edge he needs, it might not be worth the risk. Just my thoughts on it.
