Whether it be through gameplay or just looks, Chun-Li and Mai would be a very long rivalry between SNK & Street Fighter fans. As for her Fire powers, I think it’s something similar to Terry’s that has to do with Ki or Chi like a bunch of other media that involves Martial Artists, but Pyro is right that it comes from her style of Ninjutsu. And her sexual movements you saw are intentional as she is a Shinobi. A female ninja. Someone that’s supposed to use underhanded tactics to catch their opponents off guard. In her case, her feminine charms and wiles to distract, mostly, men. The wedding dress though is related to who she wants to marry. Terry Bogard’s adoptive brother in fact. Andy Bogard. She’s been trying to seal the deal with him for a very long while, but he’s not the type of guy to rush into things. Also her catchphrase where she says “ NIPPON ICHI!” While raising her fan is very iconic. She basically says the equivalent of “Japan is #1!”

She's gone as far as to tease him by using a ninja technique to make it look like she's holding a baby. - Mai's sexy attire and sultry bouncing is mostly due to her being a kunoichi, a female ninja that use their feminine wiles to distract and catch the enemy off guard.
