Like you said, the first season was great and the next seasons are amazing. This one wasn't 'bad' persay but out of the four it's definitely lacking. However I do find it does set the tone for Korra, lessons seem more learned going forward and Korras speech about "acknowledge the past but forging our own future" as well with the unfortunate loss of the past Avatars. It's a good way the show writers are telling the audience to look forward to change too.
