You could create an entrance scene showing the beauty and calmness of the domain, but with a hint of a problem (perhaps a freeze or enemy threat).
Characters and Quests:
The Zora King or Queen could introduce a new challenge, like a missing Zora Prince/Princess or an issue with the Water Temple.
Use cutscenes to explain the importance of the Zoras and their connection to the water in your world.
Level Design:
Create puzzles or challenges that emphasize water-based mechanics (like swimming, diving, or water manipulation).
If you want to tie it to the Great Fairy, perhaps a magical object in Zora’s Domain controls the water supply, which was hinted at by the Great Fairy.

For the zoras domain area from the base game as a rough idea I've always wanted the water ripple effect to show on the rocks in the cave properly and for the sounds of links sword to echo when hitting off something of for his voice to echo when he rolls or swings the sword. One of the things I would like to be considered also is maybe one of the zoras to mention that they traveled the river and noticed the snow starting to fall. Maybe a random conversation of the water temple acting weird also e.g. while in the water temple I noticed some strange occurrences. Suggesting to the player it could so something to check in the future.
