Tattoos are frowned upon in Japanese culture. Especially tattooing children. WIT didn't realize it was a real plot point at the time. So they changed the tattoo to a embroidery that was taught to Mikasa instead.

I think it was a censorship thing. WIT was notorious for censoring the anime for whatever reason (I imagine it had to do with having a time slot for younger audiences in Japan, like early HxH did)

Just in case this came to your mind, the "Mikasa is a secret princess" plotpoint isn't a complete asspull. Mikasa always wears bandages around her wrist in the manga, but studio WIT decided to cut that detail for some reason and instead had her holding a handkerchief with the three swords symbol on it waaaay back in S1 with her mom.
