I looked up his VA and it's Tsutomu Isobe and while he has been active for a while he hasn't done as much stuff in anime as I thought. Maybe you recognized him from One Piece. Very unique voice though.

Also, it is thought that his surname is actually Runge, which is much more common German surname and is shown somewhere on his ID. R and L are interchangable in Japanese, hence the confusion. Official English translation uses Lunge, while German translation calls him Runge. Great review as always!
