Parts of Impel Down are based on Buddhist depictions of hell (Naraka/Diyu/Jigoku), i.e. the needle grass is one of the levels of hell and walking over a field of needles is one of the punishments in Naraka I think level 5 may have taken inspiration from the Divine Comedy since the last level of hell was frozen and the last known level of Impel Down was a frozen wasteland too.
