Here's a quick rundown on how it happened!
It started as a quick gag about the icy Legendary's sword teeth (which from afar, looks like it's wearing glasses). Then it spiralled out of control.
The clip's 2nd and 4th shots needed a bit more movement so there was two ways of handling the wiggle - first option was to draw two frames of the Chien Pao with the hips up and down. The other option is to break the PokΓ©mon down into smaller moveable parts, similar to how the latter DS games handled its sprite assets. The latter option takes more time to set up, but you get that much more freedom in terms of movement.
Once the sketches have been vaguely tested, the sprites/assets get finalised for the animation.
Any extra effects also get slammed into the work file, like those anime lines! Everything is better with anime lines!
Once all the bits and pieces get imported in, the real battle begins and I cry. Syncing stuff up is a pain, especially because you have to adjust the timing whenever it gets sent to the Youtubs or the Twixters or the Biskees.
After some time duking it out, I end up with something along the lines of:
