Change $1 tier to a $3 tier

- Most of your precious love and supports go to fees and processors
- A bit more fairness per vote in our community-driven movement
The changes:
- Change the $1 tier to a $3 tier
- Offer at least 2 polls that make actual impact on our development every month

2019-11-16 23:27:20 +0000 UTCGood point. It will likely be 1 per each. Contents priority is easier as there is no dependency, so I might be able to do more than one each month. Features priority is a bit more complicated; some are smaller/bigger tasks, some have dependency on other features, some are obviously more popular and could render the poll pointless etc. It will require more time when planning for versioning.
