Yeah Luffy not touching Bellamy there is a mix of things. It hearkens back to Shanks and parallels what he taught Luffy. But Luffy was still clenching his fists until Bellamy declared "Dreams useless", from that moment on, he likely felt it that Bellamy was not worth his time and effort. It also ties a bit to stuff Oda said. In one of the first volumes of One Piece, Oda explained why Luffy does not kill his enemies: Luffy shatters the beliefs of his enemies by defeating them. For them to suffer defeat and to have their beliefs and dreams destroyed is as bad as death. Killing their bodies is beside the point... in his eyes Bellamy just rang hollow and already "dead inside" as a pirate without any dreams.
