The lady in question is Auréole or L' Auréole a French salon owner who's hair became prehensile when she was exposed to multiple hair chemicals due to an attack on the Salon by hood who'd repeatedly failed to shake the owner down for protection money.
She believes her hair has in fact become possessed by an alien entity that communicates with her telepathically but ultimately pretty much does what it wants in spite of her, of course no one else believes a word of it.
She doesn't fight crime but her ability to multitask in a spectacular manner has made her a rising star in french beauty circles
