I think you're missing the character motivation. She says that she's doing this same thing with multiple artifacts around the world. She objects to Cap calling her a thief. She has a suit of power armor that allows her to stand toe to toe with powerful heroes and villains. And she didn't just steal the knife; she made a duplicate and replaced it to prevent Sobek Ra from being able to use it for his nefarious purposes. She IS a hero. She's operating in her own little niche of interests, tracking down artifacts instead of defending a single city. When she wants to take it from Sobek Ra and return it to "the people", it has nothing to do with nationality. It's an assessment that Sobek Ra is a "bad guy" who is going to use the dagger for negative reasons. She's taking it away from the person who would misuse it for selfish purposes, and returning it to the people who will protect it and treat it as sacred. The point is just to establish that Captain Heroic in his narrow-minded view of "heroism", only defines heroes as the ones who fit the same mold as him. He's Superman objecting to Batman's methods, or former soldier Captain America trying to claim that Punisher is wrong for shooting people. That's the point. She IS a hero, and Cap's still labeling her a criminal because she doesn't do things his way.

Something isn't an artifact if it is still in use, which to Sobek-Ra the knife clearly is. You don't get special moral consideration because you've gone into your neighbor's kitchen and liberated their Wusthof set "for the PEOPLE of Germany". On top of that, "for the people" in the common usage re: the art and artifacts debate, generally means "in a local museum". In the Evil Inc. world, stealing from museums is a practically a bi-monthy event. This isn't a current topic that translates well into the Evil Inc. universe -- and certainly not one to which Captain Heroic should have no answer.

OK, she's morally posturing about returning an artifact to the people of Egypt, by... taking it away from an actual, still iving person from Egypt, who openly admits to being an ancient immortal? Granted she's an antagonist, but it would be nice to see Cap as something other than hapless when the rationale makes no sense. Unless she meant "Osiris cultists", in which case she should have said that.
