In Japanese culture the expression of sexual themes for many well.... Underaged characters is to express things such as sexual awakening and curiousity. Which is normal during those ages. It's more common in Japan for adolescence to be portrayed in a way that expresses ones sexual nature. As in Japanese history. Sexuality is seen as a natural aspect of being human and an important landmark of growing up. This is vastly different to our victorian influence which saw sexuality as dangerous and depraved and it's why sex ed is not discussed within families. In many areas of Japan (especially rural) it's common and highly expected that parents teach their children about sex as soon as they reach puberty. This is changing as some parents are becoming uncomfortable about discussing it to their children especially in tender moments such as 11 or 12. So there have been debates if sex ed should be enforced as a curriculum or should it still be left up to parents?
