He was only able to Materialize from his Conceptual state (there's theoretically an INFINITE amount of Old Deus, but only a limited amount of them can Materialize their Concepts, because in addition to having believers, there's certain criteria based on their Concepts that have to be fulfilled by the Reality, or they can't Materialize their Divine Core at all, and will remain in the pool of infinite Concepts as immaterial) because Riku was so close to the Suniaster, so it essentially amplified the effect (also there's the theory that to Materialize Tet, the criterion of "Win the Greatest Game Ever" has to be met, or it's not possible to Materialize the God of Games Concept at all)
