When Todo said "he has more raw power than me", he's talking about raw physical stats, without cheats like Cursed Energy buffs that all Jujutsushi use to varying extent. Which is why Yuji can fuck him up despite him using a shit-tier amount of Cursed Energy, almost solely w/ his raw physical stats alone. But yeah, Todo is more OP than he is if you wombo combo his physical stats + CURSED ENERGY he uses for buffs for durability.
