To start the landlord's scenes, you need fail to make rent by not having enough money at the end of the week. After that, she can willingly engage in the content each week regardless of if she has enough money or not. To find electro, you need to first make it to Act 2 by defeating Scorpion (by improving your facemask). Then, just explore on the patrol map and you'll eventually reveal Electro and Hydroman's icons on the map.
