I don't know this for a fact but I would assume that when they have period scenes whilst it may seem like a lot to go through just for a single scene it was probably to save a bit of money because the BBC owned a lot of costumes and such from previous productions of period dramas etc. So even if it was more faff to set up a 1700/1800 scene of aristocrats only to have Ed Winchester walk in, was probably dirt cheap lol
