Yeah, I think they also missed, that Ruka's family did get the IBN in the new world line, but lost it like a year prior to the present...

When she sent her first D-mail she pretended to have been kidnapped and told her dad to go somewhere to give ransom money. Because he was busy going to that fake meeting, he didn't get on the plane that crashed. Hence, he survived. The dad believed the text, so he sold the IBN to get money. Sadly, this wasn't needed since the whole thing was a lie from Ferris. When she sends her second text she writes "the kidnapping was a lie, see you soon", so he doesn't sell the IBN and instead gives it away to Ruka's father (because Suzuha told him to do so). He gets on the plane and dies.
