what makes Kurapika OP is that he is the strongest and the smartest if the writer of the show kept going. Kurapika might of hit another level especially after they showed kurapika at the end of the show doing something mysterious. Kurapika and Hisoka were my two favorite and are both in my top ten favorite anime characters of alltime.

About that condiotion... Well, if you make a pretty strict condition your power will drastically increase, however you can't broke the condition. Drawbacks will be very bad. Death, in Kurapika's case. However, he can't use only his chain jail (middle finger's technique) on other people, and he freely can use other things on non spiders. About the Emperor time... Yes, he has control over all nen categories, however his enchancer abilities still far worse than Gon's or Uvo's. His transmutter abilities if he uses some in that state are good, but far worse than Hisoka's or Killua's since they are natural talented transmutters. And this state has it's own drawbacks. It will never be explained in anime, but his life shortens every time he uses this. Also, looks like it's draining a lot of energy from him.
