Isaak can't covert all that humans into his creatures. He hasn't unlimited "mana" source. Before he created that giant you can see how he "charging" his dagger and not using it for a while.

He has an inner core that's basically brain with an eye and tentacles but as you attack his outer shell you have to deal with the bodies that drop off him. It's name is a biblical reference
