I think you misunderstood something (though I wouldn't fault you, I think I didn't catch it either the first time): In the beta world line it wasn't WW3 he had to prevent, but a future under the dictatorship of CERN. So it isn't that he hasn't prevented that by changing world lines. It's just, that he now has a different problem to deal with xD
