Lelouch's geass works based on the target's interpretation of the order, so assuming the cops are trained to shoot non-lethally when possible, then I guess it makes sense that Mao survived. But narratively yeah, it can still be seen as a bit of a stretch that Lelouch would fuck up in that kind of way.
