Lelouch and Xingke didn't work together. Xingke has been planing to stage a coup d'état for a while and Lelouch just happened to stumble about Xingke's plans (because Lelouch wanted to stage a coup as well and was positioning men to do so and thereby found the men Xingke had already put in place in the same positions). Lelouch then used some of the resources and information Xingke had already put in place and gathered (like for instance the existance of a gap in the radar system of the city), which is why he was able to react so fast and get the princess before the wedding could take place. TL;DR Lelouch and Xingke didn't work together. They simply both had the same plan and Lelouch managed to use Xingke's preparations to his advantage (which is why it kinda looked as if they were working together).
