Rhaenys basically declared her allegiance and partially war. If she killed them then and there - King Aegon included. This would have been considered Kingslaying. She knows that's why she didn't do it as she is will aware of the consquences.

If you want to rewatch for a popular fan theory - this isn’t book spoiler, just from the show. Helaena and Aemond might be up to something. Or not. Aemond was a little gung ho about marrying his sister. He turned his chair around to watch Helaena dancing last episode, and Aegon glanced at him when Jace took her. Helaena waxes about jealousy and wanting what others have. When Alicent says “father”, the children start muttering something that sounds a lot like “Aemond” and the nurse hurries them out of the room. Aemond then strolls into Helaena’s room and looks surprised Alicent is there. Aemond also defends Helaena during the dragon attack, not Alicent or Aegon. Not saying it’s true, but given they’re Targaryens - I give it a 50/50.
