Ah, I guess that makes sense then. It didn't really cross my mind that they were being evaluated as a duo and a whistle signifies an individuals capabilities.

2023-03-26 06:53:21 +0000 UTCI don't know if this is the actual reason, but the original rule was that the blue whistle is only granted to those who can survive the second layer of the Abyss on their own and are above the age of 15 (Marluke is granted with it as they are Ozen's disciple), so maybe because Rico and Reg both aren't 15 yet...? (if that even matters...)
