Tarkin was just a member of the Republic who ended up flipping over to the Empire. hence why the uniforms are basically the same in this as they are in his later appearances (chronologically) in the OG trilogy. pretty sure he's a Grand Moff by then too, so one rank above Space Gus in The Mandalorian.
