I think Stormfront IS doing what Edgar wants. When Compound V came out, I think Edgar decided to get ahead of it, by planting her as the face of the opposition to Vaught, so that way, he secretly controls both sides of the narrative. It's kind of like what Palpatine did with Dooku.
