Maybe you confuse the recruitment from the Empire and First Order. Both were conscriptions, but Empire could reject a lot of recruits, while the First Order had to scrape everyting together in secret.

2020-10-22 17:33:20 +0000 UTCAfter the Clone Wars ended, a "relative" normal recruitment startet. Imerperial Academies, minimum age 13, and it was quite difficult to get into these academies. You have seen how civilians even on Coruscant had a hard live because of the war, like having a bath every two weeks. Promise a better life and the academies get overrun with recruits. Also it was explained in SW: Attack of the Clones, clones have growth accelleration to double speed. By the time of a New Hope you would have a army full of 50-70 year old dudes.
