Riener essentially hasn't realized that he's describing normal everyday people, as a contradiction to everything they've been told. Gabi even says something a long the lines of "they're all devils over there not normal people right? "

Not that I don't feel for the Islanders, but characters like Reiner, Galliard, Bertolt, Annie, Marcel, Pieck and the others as well. Since most of them are brainwashed and have been since childhood, not knowing any better. And those who did know something was off, I assume could have been forced to comply due to their families being at risk of being turned into Titans and shipped off.
