Tokyo can have 3 representatives this year because they're hosting Nationals. Normally they're only allowed 2 and whoever hosts is allowed an extra.

So... Japan is divided by prefectures. Preliminary games are conducted on a prefecture level first and the winner gets to advance to the Nationals. Here's a breakdown of prefectures and the teams that we know of. Hope the following helps...
Miyagi Prefecture:
- Tokonami High (Daichi's middle school classmate's team)
- Date Tech (Iron Wall team)
- Aoba Johsai (Oikawa's team)
- Shiratorizawa (Ushijima Wakatoshi's team = UshiWaka nickname)
Tokyo Metropolis:
- Nekoma (Cats)
- Fukorodani (Team with the ace ranking within Japan's top 5 High School players)
- Shinzen High (Team with good "Combinations" meaning synchronized attacks, confusing enemy blockers)
- Ubugawa High (Team with intense serves)
With all this, in order for the "Battle of the Garbage Dump" to happen, both Karasuno and Nekoma needs to qualify to the Nationals level first.
**Side note: Since Tokyo Metropolis is a huge prefecture with many High Schools, they can have up to 3 representatives going in to Spring Nationals.
