Yet, at the same time, it feels kind of cool that Arakawa was confident enough in the subtlety of her writing that she never calls it out within dialogue. It's like a horrific landmine, waiting for just this kind of situation.

All of Shou Tucker's research was completely trivial in comparison to what the military was already doing in secret. They probably just let him be a state alchemist in the hopes he'd get desperate/curious enough to try human transmutation and become a sacrifice.
