Most reactors have trouble getting over the idea of "end of season", like there will be episodes that finish telling the stories. The show was cancelled much earlier than expected. They didn't even finish WRITING the last half dozen episodes for the first season, much less filming them. Coming off the successes of "Buffy the Vampire Slayer" and "Angel", Joss Whedon expected this to run at least multiple seasons and so was stretching things out with that expectation. Then Fox stepped in and said "No." Like you suggest, the movie is what tries to provide closure.
