The Tax Man's powers are directly attached to the city of Paradise. He can reshape parts of reality to his whim, and when angered, destroy virtually any soul with a thought. There's nothing he can do outside of the city's limits though other than return to the city with portals. It's possible for the Tax Man to restore a pigman back; however, getting him to do that is the real trick. Unlike Mammon who uses the gorilla guards, our main malicious man of Paradise prefers to use stronger more capable souls to do his bidding. Funny you should mention the cigars, because you're definitely unto something there.

As we've seen in the story so far, he has a numerous of powers, such as to collect the "lust" from the people in paradise (or an impossible fee of 20$) and those that "failed" to do so, are taken everything they have, and turned into the pigmen. Truly a powerful demon, and worthy to be crowned ruler of Paradise. But what other powers he possesses? Like, does he has the power to "return" what he took from the pigmen, if he wanted to? Does he have his personal demon guards too, like mamon has the gorillas? Can he curse others with his cigars too >:3c....?!?
