I know this is three weeks late and I don't even know if I'm right but iirc, Commander Blue was able to steal Goku's Dragon Radar during the Arale episodes. He drops it when he's threatened to be executed after getting back to the RRA base but it never showed the radar breaking so I think that's the one Violet is using.
