I think you overestimate how much the WG actually considers Luffy a threat. Luffy has done a lot in a short amount of time. But he is pathetically weak comparatively speaking. Whitebeard has been a pirate for decades and was in the same class as Roger. Meanwhile Ace is a notorious pirate in one of the most notorious crews in the world with an extremely high bounty.

That is the most development Shiki gets and he's not mentioned again until episode 900+. The OVA is canon, however It's linked to a movie, all of which is filler of course so don't consider anything other than the OVA canon. Episodes 426-429 are lead up to the movie. Since you want to watch the fillers I recommend this order. 1) finish summit war saga; 2) watch 426-429; 3) watch strong world; 4) watch the canon OVA
