Now that you get what requiem can do I'll just explain it a little bit. The stand arrow that Kira got stabbed with in part 4 was a normal stand arrow, but this new arrow that Polnareff has is called the Requiem arrow, the Requiem arrow not only enhances the users default ability, but it also grants the user a new ability called a requiem ability. When a stand user is stabbed by the requiem arrow, whatever they wanted most in life will come to them in the form of a new stand ability. In Polnareff's case, he wanted to keep the arrow away from everyone so Silver Chariot became Silver Chariot Requiem and granted him the ability to swap peoples souls and also the ability to turn ones stand against them. Also in the case of Polneraff, he isn't a chosen one by the arrow so he can't control his ability so it runs on it's own.
