Waver's character arc and relationship with Rider is so pure with a perfect epic conclusion. You're correct, they provide a good contrast to a dark and heavy show, so Fate/ zero wouldn't function as well without it. You can continue to follow Waver's story in the Case Files of Lord El Melloi II anime after watching fate/ heaven's feel (or apocrypha).
