The super speed was handed down by DNA. In the MCU, the Maximoffs got their power from the Loki's staff (aka the mind stone). Wande seriously connected with the stone in a deep way that it activated something else inside her besides her witch powers, and Vision was also brought online/created by the mind stone, it was even a part of him for his entire life. So having the mind stone in both of their DNA, allowed it to pass some of that essence to their children in any form. As the mid stone gave Pietro super speed, it had the ability to give super speed to one of Wanda's kids, and gave the other child a power similar to Wanda's.

It's got nods to the characters' comic book origins and other pieces of media as easter eggs scattered throughout the series: Like everyone has pointed out, Vision, Quicksilver, and Wanda's Halloween costumes are their original comic book costumes. Tommy and Billy are the Young Avengers heroes Speed and Wiccan who have Pietro and Wanda's powers. How Wanda's reality-warping powers are presented in WandaVision is tame compared to how they're depicted in the comic books where she decimates the mutant population by uttering the phrase "no more mutants" in the House of M comic book storyline, which effectively depowered a lot of characters. Nearly 2 decades ago, the Marvel comic book universe had become confusing and convoluted. To get rid of many characters and streamline the universe, The House of M story was enacted. As everyone has also pointed out, this Pietro is played by the actor who played him in FOX's X-Men movies. Such a fun character and a brilliant nod for the fandom. Please please please watch the FOX X-Men adaptations. X-Men Evolution would be a great place to start too! I love this reaction series because it captures how all of us were feeling as we were watching along.
