It's not only difficult to do, but it's also a guarded secret reserved only for royals of the fire nation. It's not a secret that people can do it, but outside of the royal family, no one is ever taught how it's accomplished. Iroh is a G and understands bending better than most people, so lightning isn't really an issue for him to make, and Azula is a fucking prodigy who is too calculating to not figure out how to lightning bend.
