Saitama lives in the middle of that "ghost town" where there are rumors of many monsters gathering, and no one knows about him because he's the only person that lives out there. He only lives there because it's dirt cheap since no one wants to live out there. That sword was called a rapier, and the sport you were thinking of is called fencing. Golden Ball uses a sling shot, but like a military grade version of one. Obviously in real life, no military would use one, but sling shots can be extremely deadly, and some crazy people even use them for hunting.
