I think he's still justified in his anger. Barry also knew the consequences of going back in time but he still did it, twice now. Cisco is justified, even if the solution may not be right.

He had no memory of the new timeline up until the point he got back into it, everything was new to him. Also Cisco backed his idea to go back in time to save his mom in S1. Then Barry explained how the timeline thing worked and how things aren’t going to be how they’re supposed to be and he’s still up. his writing is stupid.

Also, if we are comparing Barry changing time to save his mom (over a decade ago) vs going back to save Dante, i mean, it would have had much less of an impact to the timeline to save Cisco's brother.
