The birth-parent reaching out first would be more risky (risk as in negative emotional consequences for both the child and parent). Like Linda said, her daughter may not be ready to meet her and if Linda just chose to drop in and reveal who she was could be viewed as selfish, even if that’s not where Linda is coming from. Basically, the scenario could be seen as “mom abandoned me, now just decides she wants me = doesn’t care about my needs” Sometimes the parent reaching out is good and sometimes it’s not thus why leaving it to the child when they’re ready is more considerate. But yeah, there’s lots of reasons for why adoption happens and not all are great but also not all are bad. Looking at it as only extremes takes away from true understanding and acceptance, especially if you’re in a case where you might never get the answers.
