You give Stefan WAY too much credit! He is a vampire who is racist against his own species! Unless it is someone he cares about, like Lexi, he believes (and has said outlout) that "they're just vampires" aka they deserve to die. Also, he was the one who beleived all the vampires in the tomb deserved to be there, even ones we see were good, like Pearl and Harper, and was willing to go torch them all to death while they were all starved in the tomb.
