To answer your question.... this specific episode of the anime aired for the first time in Japan on October 31 of 2004. So this is basically already 5 years since the anime started airing on October 20 of 1999, and more than 7 years after the Manga started Publishing on July 22 of 1997. YES! NEW CHAPTER BREAKS! and i gotta say.... i think these ones are my favorites of the entire anime. Welcome to a brand new Arc which you already know is called Long Ring Long Land, but because i know that name is kind of a mouthful and the fact that you are already some episodes ahead.... i can tell you that you can call this Arc the "Foxy Arc" if you want. A lot of people call it that way. Fun Fact: Shelly the Horse is voiced by Yuriko Yamaguchi, the voice of Robin xddd.

While the old animation does have a certain charm to it and is part of the reason I love early one piece, each of the changes is really well done and nice to see. To answer your questions, the arc is called Long Ring Long Land and this came aired in 200. So you were pretty bang on with your guess. As far as the ending is concerned, you should wait until 218 to watch the ending. There's not really any major spoilers in the ending, but you don't want to get spoiled on one of Luffy's most glorious outfits.
