I suggest Eliza Maza from Gargoyles while she's dressed as Belle in the Eye of the Beholder episode. Maybe she was grabbed off the street by Xanatos as leverage to get Goliath to help him.

2020-03-20 01:14:58 +0000 UTCBatgirl (Yvonne Craig) in Batman 66 TV Show Season 3 Episode 13 "The Bloody Tower". In the episode Batgirl is shown chained in an upper-half spreadeagle in Lord Ffogg's dungeon however not gagged. A nice OTM/OTN gag would have complimented this scene nicely.
