The ramen was the product of an idea that Rimuru communicated to Mjollmile, as a proposed business opportunity. Like a chain of fast-food restaurants. He needed Mjollmile's business acumen and investment to do all the groundwork and footwork. Meanwhile, back in Tempest, Rimuru tasked Gobuichi (the forehead chef Hobgoblin) with development of standardized recipes for various types of ramen, and Rimuru helped with finding sources for ingredients and authentication of the flavors. These ramen were served in Tempest to fine-tune the flavors, texture, just like a test market, and then there was brand marketing. Just one of Rimuru's business ventures, with or without Mjollmile, and personal or on the behalf of Tempest. ....... Currency is all coin, with the gold standard, and the most internationally-trusted currency is gold coins from Dwargon. These coins have serial numbers, so even if Rimuru duplicated it, the coins would be identified as counterfeit. There's not much of a currency exchange, and no real banking system, except a rudimentary one for adventurers at the Guild. Barter is still common, even among merchants. The monsters in Tempest don't have much use for money, and they don't have currency. There are still no salaries for them, but Rimuru is trying to come up with some way to reward people. The country's Treasury is fairly empty, so Rimuru was happy to get those Stellar gold coins from Falmuth. ...... At the inn on the road, humans have been hired to work with the monsters to get the monsters used to dealing with humans, and using currency. I think at this point Rimuru has instituted classes for basic reading, writing, and arithmetic. ..... As for what the unit of length is, Rimuru just used kilometers, since there was no standard anyway, and he's got his own country, so he just went with it. .......... There are many merchants and others flowing through Tempest bringing money, so some people have been dealing with it already. It just that behind the scenes money is not being exchanged for services rendered to the government or society at large. There is still a communal kitchen, cafeteria, and dining hall where meals are free. Probably one of the most important precepts that Rimuru laid down was that you must work (except children). I am not sure what stage we are in with how they control immigration. Rimuru is still pretty open to accepting new citizens but they need to contribute. They are trying to weed out troublemakers, though. The classes for children are for two main reasons, which are similar to what you hear in the real world: (1) development of workers able to take on future jobs; and (2) development of citizens who can consume news and entertainment for prosperity, informed participation in government, and happiness. Later, as they start to reach their limit for unskilled laborers, as large-scale development slows down, they will need to be more selective. They will still accept some unskilled people, but they will send them to training according to their interests and abilities. In fact, there will be further changes to the immigration system later. I don't know how much of this kind of stuff they will cover in the anime. There's more about how they set up government more formally, later, as well. Hinata isn't just amazed about the ramen per se. She's amazed at the effort put into reproducing it, and the roads too. Who is this Slime? How is he so utterly competent? I think this world brings out potential. Skills are based on desires, which gives shape and power to ambition. It's also that one person can have a greater impact in Slime world than on Earth. The novel points out that it is partially because our world is a "finished" world, but Slime world is not. But even then you have to ask, isn't Rimuru still over-performing, even given all that increased freedom to act? . ..... . Now one can see that certain things have been arranged to happen at once, which was one reason for the delays. And now some of the random lore that seemed gratuitous before are becoming relevant. Of course, we have also been setting up some of what comes after the immediate arc, and sometimes far into the future. I repeat, this arc (or set of arcs, depending on how you classify them), is the most political. Even in the novel, there are parts I like, which other people don't like, and parts I don't enjoy as much, which others like more. So as in the novel, so it is in the anime.

I don't know if I told you this last week but to reiterate: The Crusaders aka Holy Knights aka Paladins are the ones with Hinata right now. They work for the Church. The flashback from Season 2 used different titles from Season 3. Confusing! Same with the Master Rooks aka Imperial Guard. The three leaders of this group are the Three Battlesages (Saare, Grigori, and Glenda). These work for Lubelius. The Yomigaeri are aka Team Reborn. They aren't undead. I went back to check, and they repeatedly said things like, "almost immortal", and spiritual attacks would be more effective on them. In Shion's grueling training, the group acquired numerous resistances, as well as Cancel Pain. Their strength, besides Perfect Memory, is their amazing ability to regenerate, and it was said that they could even recover from decapitation. The key to this battle is that the Crusaders underestimated the Tempest forces, and were disconcerted by their failure to die. Shion had trained the Team to make the most of this characteristic.

This was carefully produced. They included several fail-safes to make it difficult to resolve the situation. The Seven Days (Luminaries) in particular, planted several seeds, and then it was watered by assumptions, doubts, and confirmation bias.
