Also yes, the Sharingan is a kekke genkai spevific to the Uchiha clan which is(was) indeed part of the Leaf Village, like the Hyuga. Regarding Kakashi's Sharingan it was hinted at a few times, but you'll find out more in time. And each village as ONE kage at a time. Even tge Leaf. When 4th was in office, 3rd was retired. He only resumed office after 4th died, but while 4th was alife he was just advising.
