smoker was shocked at dragon's appearance because as he said that man appeared when gold roger was here then disappeared and now he appeared again when luffy was here. so you could say he took it as a sign for the future king of pirates

The East Blue is commonly called the "prologue" of One Piece, meaning the real story, as you can guess, is coming. Logue Town is even named after "prologue" and "epilogue" because it was the beginning and end for Roger, and now the beginning for Luffy.
